Authority to excuse students in certain educational programs from

payment of enrollment fees.
Whenever the cost of any institute, workshop, special course, or other educational program
is wholly financed by a grant from any federal, state or local agency or from any foundation,
corporation or other association or person, except for indirect costs of administration and
other overhead expenses, such as the cost of providing classrooms and otheer facilities, the
governing board of the state institution of higher education administering the program has
the authority to excuse all students enrolled in such program from the rpayment of tuition
and other fees.
