Notwithstanding any other provision of this code to the contrary, the teacher-student ratio for gifted, honors, and advanced placement education in grades nine through twelve shall be the same as regular classroom education and not as required for special education of students with exceptionalities: Provided, That this shall not apply to education of exceptional gifted, as defined in section one, article twenty of this chapter. e
