(a) This section shall be known as "Todd's Law". (b) Notwithstanding any provision of this code to the contrary, the state board shall provide for the awarding of a high school diploma to a deceased student, at the request of the parent, guardian or custodian, if the student: (1) Was enrolled in a public school in this state at the time of death; (2) Was academically eligible, or on track to complete the requirements for graduation at the time of death; and (3) Died after the completion of the eleventh grade school year.
