A licensee who is an active military member or is the spouse of an active military member shall be considered to hold a home state license in any of the following locations: (a) The licensee's permanent residence; (b) A member state that is the licensee's primary state of practice; or (c) A member state where the licensee has relocated pursuant to a permanent change of station (PCS).
