(a) Any blind person aggrieved by a decision of the division of vocational rehabilitation under
this article may apply for an administrative review or a full evidentiary hearing to be
conducted in accordance with the procedures established and approved by the division of
vocational rehabilitation and the committee of blind vendors.
(b) The division of vocational rehabilitation or any aggrieved blind vendor may appeal any
unfavorable ruling rendered in accordance with this article to the circuit court of Kanawha
County or to the circuit court of the county in which the blind vendor resides.
