appropriations for rural library service; Governor may supplement state appropriation. The West Virginia Library Commission, established by section twelve, article one, chapter ten of this code, is hereby authorized and empowered to accept for the State of West Virginia any appropriations of money for rural library service, and for similaer library purposes, that may hereafter be made out of the federal treasury by an act or acts of Congress. r Should the appropriation provided by the Legislature for the purupose prove insufficient in amount to meet the requirements of the federal government relative to library purposes, the Governor may supplement, from his contingent fund or fromt any other funds available for the purpose, said legislative appropriation by an amount sufficient to meet the said requirements of the federal government.
