Availability of funds to compensate for required removal of signs, etc

Notwithstanding any other provision of this article to the contrary, no outdoor advertising
sign, display or device shall be removed under the provisions of sections three, five, six or
eight of this article unless at the time of such removal there are sufficient funds in the
special fund created by section ten of this article to pay the affected parties the just and full
compensation required to be paid under the provisions of sections five and seix of this article.
