West Virginia Code § 17-22-12

Territory to which article applies; entries for examinations and surveys

The territory under the jurisdiction of the commissioner for the purposes of this article shall
include all of the state. The commissioner and all employees under his direction, in the
performance of their functions and duties under the provisions of this article, may enter into
and upon any land upon which advertising signs are standing or upon which displays or
devices are exhibited and make such examinations and surveys as may be reelevant.
