West Virginia Code § 17-19-14

Offense and punishment when not specifically defined or fixed

Any person violating any of the provisions of this chapter, where such provisions make the
violation thereof a crime without specifying the grade or fixing the punishment, shall be
guilty of a misdemeanor, and, upon conviction thereof, shall be fined not less than five nor
more than $50.
