General supervision of bridges under jurisdiction of commissioner

The commissioner of highways shall properly maintain, repair, operate, manage, and control
the bridges owned by the state, fix the rates of tolls and establish bylaws and rules and
regulations for the use and operation of the bridges owned by the state, and may make and
enter into all contracts or agreements necessary and incidental to the performance of his
duties and the execution of his powers under this article, including power toe permit use of
such bridges owned by the state by street railways and other transportation lines, and
telephone, telegraph, pipe, and other lines, and contract with them for rsuch use and fix the
terms and conditions thereof and the charges or tolls for such use of the bridges owned by
the state.
