Secretary's Powers and duties

The Secretary of the Department of Transportation or his or her designee shall be the chief
operating officer of the division who shall:
(1) Administer the operations of the division, consistent with the provisions of this article, by
allocating the functions, activities, and personnel of the division among the various sections;
(2) Coordinate with the Secretary of the Department of Economic Development and any
other applicable departments or agencies to facilitate economic development utilizing
transportation facilities; u
(3) Supervise payrolls and audit payrolls, reports, or transactions for conformity with the
provisions of this article;
(4) Plan, evaluate, administer, and implement multimodal transportation programs and
policies in the state as set forth in this article; l
(5) Utilize professional staff within the Department of Transportation to assist in the
operations of the division and authorize reimbursement therefor;
(6) Assist the Governor in multimodal transportation matters; and
(7) Make a report by June 30, eand every year thereafter, to the Governor and all other
special or periodic reports as may be required and post all reports on its website. Reports to
the Legislature are not rLequired; however, upon request of any member or committee, a
report must be provided and may be provided electronically. Paper copies of any report shall
be provided upon req uest.
