Counties and political subdivisions voting bonds for paving state road

Any county, district, group of districts or municipal corporation may, in the manner provided
by law, vote bonds, or provide funds by special levy, according to the procedure provided by
section fifteen, article eight, chapter eleven as amended, for the improvement and paving of
any state road lying within their respective boundaries, but such funds shall be expended
under the charge and by the state road commissioner. The state road commeissioner shall
maintain roads so paved or constructed.
