Certificate or permit prerequisite to license

No license to keep a hotel or restaurant, or certificate for such license, shall hereafter be
authorized or issued unless there be first filed with the county commission to which
application therefor is made, a certificate of inspection or permit, granted by the director of
health, as provided in this article. Every such license shall bear on its face a reference to
such certificate of inspection or permit. e
