The state department of health is hereby authorized and empowered to establish and provide a suitable place or places in the State of West Virginia for the detention of persons found to be suffering from any of the venereal diseases defined in section one of this article and to supervise, use and maintain such place or places in a manner deemed necessary or desirable in carrying out the provisions of this article. e
