Executive Director of the authority; powers and duties

(a) The Secretary shall appoint an executive director of the authority to supervise and direct
the fiscal and administrative matters of the authority. This person shall be qualified by
training and experience to direct the operations of the authority. The executive director is
ineligible for civil service coverage as provided in section four, article six, chapter twenty-
nine of this code and serves at the will and pleasure of the Secretary.
(b) The executive director shall:
(1) Serve on a full-time basis and may not be engaged in any other profession or occupation;
(2) Not hold political office in the government of the state either by election or appointment
while serving as executive director; a
(3) Shall be a citizen of the United States and shall become a citizen of the state within
ninety days of appointment; and
(4) Report to the Secretary.
(c) The executive director has other powers and duties as set forth in this article.
