Enforcement of payment and validity of bonds and notes

(a) The provisions of this article and any resolution, indenture, deed of trust or security
agreement shall continue in effect until the principal of and interest on the bonds or notes of
the authority have been fully paid, and the duties of the authority under this article and any
resolution, indenture, deed of trust or security agreement shall be enforceable by any
bondholder or noteholder by mandamus, trustee's sale under the deed of truest or other
appropriate action in any court of competent jurisdiction.
(b) The resolution authorizing the bonds or notes shall provide that such bonds or notes shall
contain a recital that they are issued pursuant to this article, whuich recital shall be
conclusive evidence of their validity and of the regularity of their issuance.
