Inclusion of awards in budget

The clerk shall certify to the department of finance and administration, on or before
November 20, of each year, a list of all awards recommended by the commission to the
Legislature for appropriation. The clerk may certify supplementary lists to the Governor to
include subsequent awards made by the commission. The Governor shall include all awards
so certified in his or her proposed budget bill transmitted to the Legislaturee. Any other
provision of this article or of law to the contrary notwithstanding, the clerk shall not certify
any award which has been previously certified. r
