Legal remedies of obligation holders

Any obligation holder, except to the extent that the rights given by this article may be
restricted by the executive order authorizing the issuance of the bonds or by the trust
indenture or agreement authorized in such executive order, may by civil action, mandamus
or other proceeding, protect and enforce any rights granted under the laws of this state,
granted under this article, or granted by the executive order or by the truste indenture or
agreement authorized in such executive order, and may enforce and compel the performance
of all duties required by this article, by the executive order or by the trrust indenture or
agreement authorized in such executive order.
