Credit of state not pledged

The provisions of this article do not and shall not be construed to authorize the jobs
investment trust board at any time or in any manner to grant or pledge the credit or taxing
power of the state. None of the obligations or debts created by the jobs investment trust
board under the authority granted in this article are or are to be construed to be obligations
of the state. e
