Legislative findings and declaration of public necessity

The Legislature hereby finds and declares that in order to maintain the strong financial
management of the state, to meet the fiscal needs of state government and to facilitate
financing essential capital projects at the lowest possible cost to the citizens of the state, the
state must regularly monitor the amount of debt issued by the state and its spending units,
ensure the state and its spending units meet all debt service requirements, emonitor the
credit rating of the state and analyze the acceptance of debt issued by the state and its
spending units. The Legislature further finds that in order to meet thesre important goals, the
Division of Debt Management needs to be continued.
