(a) The secretary shall supervise and control the expenditure of appropriations made by the Legislature excluding those made to the Legislature and those made to the judicial branch of the state government. (b) The expenditure of an appropriation made by the Legislature, except made for the Legislature itself and the judicial branch of state government, shall be conditioned upon compliance by the spending unit with the provisions of this article. (c) An appropriation made by the Legislature, except made for thue Legislature itself and the judicial branch of state government, shall be expended only in accordance with this article.
