There shall be inscribed or engraved upon the monument, or otherwise permanently affixed by means of a plaque the following text: (1) The names of all West Virginia servicemembers killed in action during the United States War on Terror as described in §10-3B-1 of this code; and (2) Any other text the commission deems appropriate in accordance with §10-3B-3(a)(1) of this code.
