The purposes of this chapter are as follows: (1) Regulate charter boats for the carrying of more than six passengers, which are operated on state waters and which are not regulated by the United States coast guard; (2) Protect the safety and health of employees, passengers, and persons utilizing charter boats; (3) Authorize the department of labor and industries to adopt rules regulating the use of charter boats operating on state waters and to issue licenses; and (4) Provide penalties for violations of this chapter.
