(1) A registered owner or the registered owner's authorized representative shall promptly apply for a duplicate registration certificate when a registration certificate is lost, stolen, mutilated, or destroyed, or becomes illegible. The application for a duplicate registration certificate must: (a) Be accompanied by an affidavit of loss or destruction; (b) Include information required by the department; and (c) Be accompanied by the fee required in *RCW 88.02.640(1)(d), in addition to any other fees or taxes required for the transaction. (2) A person recovering a registration certificate for which a duplicate has been issued shall promptly return the registration certificate that has been recovered to the department.
