A vessel owner shall notify the department within ten days of any of the following: (1) A change of name or address of the owner, as provided in RCW 46.08.195; (2) Destruction, loss, abandonment, theft, or recovery of the vessel; or (3) Loss or destruction of a valid registration certificate issued for the vessel.
