The department: (1) Shall provide for the issuance of vessel certificates of title and registration certificates; (2) May appoint county auditors or other agents or subagents under chapter 46.01 RCW for collecting fees and issuing vessel registration certificates, numbers, and decals; and (3) May adopt rules under chapter 34.05 RCW to implement this chapter.
