Washington Code § 82.03.100

Findings and decisions—Signing—Filing—Public inspection

The board must make findings of fact and prepare a written decision in each case decided by it, and such findings and decision are effective upon being signed by two or more members of the board and upon being filed at the board's principal office, and are open to public inspection at all reasonable times.
