Washington Code § 81.80.260

Operation in more than one class

It is unlawful for any household goods carrier to operate any vehicle at the same time in more than one class of operation, except upon approval of the commission and a finding that the operation is in the public interest. An exempt carrier shall not transport property for compensation except as provided under this chapter.
