This chapter does not apply to: (1) Persons or their lessees, receivers, or trustees insofar as they own, control, operate, or manage taxicabs, hotel buses, or school buses, when operated as such; (2) Passenger vehicles carrying passengers on a noncommercial enterprise basis; or (3) Limousine charter party carriers of passengers under chapter 46.72A RCW.
