The department of transportation's current policy role in transit is expanded to include other high capacity transportation development as part of a multimodal transportation system. (1) The department of transportation shall implement a program for high capacity transportation coordination, planning, and technical studies with appropriations from the *high capacity transportation account. (2) The department shall assist local jurisdictions and regional transportation planning organizations with high capacity transportation planning efforts.
