Training partnership

(1) If the department has any contracts for personal care services with any individual providers represented by an exclusive bargaining representative: (a) All training and peer mentoring required under this chapter shall be provided by a training partnership; (b) Contributions to the partnership shall be made under a collective bargaining agreement negotiated under this chapter; (c) The training partnership shall provide reports as required by the department verifying that all individual providers have complied with all training requirements; and (d) The exclusive bargaining representative shall designate the training partnership. (2) When individual providers are employed by a consumer directed employer, funding for training shall be included in the labor rate component paid to the consumer directed employer as determined and funded under RCW 74.39A.530.
