(1) The secretary shall transport prisoners under supervision: (a) To and between state correctional facilities under the jurisdiction of the secretary; (b) From a county, city, or municipal jail to an institution mentioned in (a) of this subsection and to a county, city, or municipal jail from an institution mentioned in (a) of this subsection. (2) The secretary may employ necessary persons for such purpose.
