Program compliance with laws and rules—Energy audit required

(1) The department is responsible for ensuring that sponsors and weatherizing agencies comply with the state laws, the department's rules, and the sponsor's proposal in carrying out proposals. (2) Before a residence is weatherized, the department shall require that an energy audit be conducted. (3) To the greatest extent practicable and allowable under federal rules and regulations, the department shall maximize available federal low-income home energy assistance program funding for weatherization projects.
