The hazardous waste assistance account is hereby created in the state treasury. The following moneys shall be deposited into the hazardous waste assistance account: (1) Those revenues which are raised by the fees imposed under RCW 70A.218.020 and 70A.218.030; (2) Penalties and surcharges collected under chapter 70A.214 RCW and this chapter; and (3) Any other moneys appropriated or transferred to the account by the legislature. Moneys in the hazardous waste assistance account may be spent only for the purposes of this chapter following legislative appropriation.
