(1) The secretary shall have charge of the state vital records system and shall adopt rules to ensure implementation of the vital records system and this chapter. (2) The secretary may adopt rules to set fees for services related to the vital records system including, but not limited to, expediting requests, verification and access for government agencies, registering reports of delayed birth, amending vital records, and releasing vital records and vital statistics. (3) The state board of health may adopt, amend, or repeal rules requiring statistical information related to birth and manner of delivery.
