As used in this chapter: (1) "Cannabis" means all parts of the plant of the genus Cannabis L., whether growing or not, the seeds thereof, the resin extracted from any part of the plant, and every compound, manufacture, salt, derivative, mixture, or preparation of the plant, its seeds, or resin; (2) "Commission" means the pharmacy quality assurance commission; (3) "Department" means the department of health; and (4) "Practitioner" means a physician licensed pursuant to chapter 18.71 or 18.57 RCW.
