Comprehensive plan—Review—Approval or disapproval—Resubmission

The comprehensive cultural arts, stadium and convention plan adopted by the district shall be reviewed by the department of commerce to determine: (1) Whether the plan will enhance the progress of the state and provide for the general welfare of the population; and (2) Whether such plan is eligible for matching federal funds. After reviewing the comprehensive cultural arts, stadium and convention plan, the department of commerce shall have sixty days in which to approve such plan and to certify to the state treasurer that such district shall be eligible to receive funds. To be approved a plan shall provide for coordinated cultural arts, stadium and convention planning, and be consistent with the public cultural arts, stadium and convention coordination criteria in a manner prescribed by chapter 35.60 RCW. In the event such comprehensive plan is disapproved and ruled ineligible to receive funds, the department of commerce shall provide written notice to the district within thirty days as to the reasons for such plan's disapproval and such ineligibility. The district may resubmit such plan upon reconsideration and correction of such deficiencies cited in such notice of disapproval.
