Unless the context clearly indicates otherwise, for the purposes of this chapter the following definitions shall apply: (1) "Cultural arts, stadium and convention district," or "district," means a quasi municipal corporation of the state of Washington created pursuant to this chapter. (2) "Component city" means an incorporated city within a public cultural arts, stadium and convention benefit area. (3) "City" means any city or town. (4) "City council" means the legislative body of any city. (5) "Municipality" means a port district, public school district or community college district.
