The department shall consider the following factors in determining the eligibility for, and the amount, of loans made under this chapter: (1) The reasonableness of the conversion costs relating to repairs, rehabilitation, construction, or other costs; (2) The number of available and affordable mobile home park spaces in the general area; (3) The adequacy of the management plan for the conversion and operation of the park; and (4) Other factors established by the department by rule.
