(1) Except as provided in subsection (2) of this section, information contained in the department's complaint files and records of employees under this chapter is confidential and shall not be open to public inspection. (2) Except as limited by state or federal statute or regulations: (a) The information in subsection (1) of this section may be provided to public employees in the performance of their official duties; and (b) A complainant or a representative of a complainant, be it an individual or an organization, may review a complaint file or receive specific information therefrom upon the presentation of the signed authorization of the complainant.
