(1) This act shall take effect January 1, 1992, but the state risk manager shall take all steps necessary to implement this act on its effective date. (2) Every individual local government self-insured employee health and welfare plan and self-insurance program that has been in continuous operation for at least one year before January 1, 1992, need not obtain approval to continue operations until January 1, 1993, but must comply with all other provisions of this act. (3) Local government entity authority to self-insure employee health and welfare benefits applies retroactively to 1979.
