(1) An insurer or institution holding a certificate of exemption under this chapter shall be exempt from all other provisions of this title except as specifically enumerated in this chapter by reference. (2) An insurer or institution holding a certificate of exemption under this chapter is subject to chapter 48.31 RCW.
