Washington Code § 48.05.010

"Domestic," "foreign," "alien" insurers defined

(1) A "domestic" insurer is one formed under the laws of this state. (2) A "foreign" insurer is one formed under the laws of the United States, of a state or territory of the United States other than this state, or of the District of Columbia. (3) An "alien" insurer is one formed under the laws of a nation other than the United States. (4) For the purposes of this code, "United States," when used to signify place, means only the states of the United States, the government of Puerto Rico and the District of Columbia.
