Washington Code § 47.30.040

Establishing paths and trails—Factors to be considered

Before establishing paths and trails, the following factors shall be considered: (1) Public safety; (2) The cost of such paths and trails as compared to the need or probable use; (3) Inclusion of the trail in a plan for a comprehensive trail system adopted by a city or county in a state or federal trails plan.
