A state highway to be known as state route number 23 is established as follows: Beginning at a junction with state route number 195 in the vicinity north of Colfax, thence northwesterly to a junction with state route number 90 at Sprague; also From that junction with state route number 90 at Sprague, thence northwesterly to a junction with state route number 28 at Harrington.
