The special fuel trip permit fee imposed under RCW 46.17.400(1)(f) for special fuel trip permits issued under RCW 82.38.100 must be distributed as follows: (1) One dollar to be retained by the county auditor or businesses appointed by the department to defray expenses incurred in handling and selling special fuel trip permits; (2) Five dollars to the state patrol highway account to be used for commercial motor vehicle inspections; (3) Five dollars to the motor vehicle fund to be distributed as follows: (a) If paid by motor carriers, to be used for supporting vehicle weigh stations, weigh-in-motion programs, and the commercial vehicle information systems and networks program; (b) If paid by a person other than a motor carrier, to be used for supporting congestion relief programs; and (4) Nineteen dollars to the credit of the motor vehicle fund created in RCW 46.68.070.
