(1) All law enforcement agencies or local licensing agencies that receive complaints involving registered tow truck operators shall forward the complaints, along with any supporting documents including all results from local investigations, to the department. (2) Complaints involving deficiencies of equipment shall be forwarded by the department to the state patrol.
