The Director: 1. In consultation with the State Fire Marshal, may adopt regulations necessary to carry out and administer this chapter; 2. In consultation with the State Fire Marshal, may adopt regulations for the conduct of random inspections of retailers, vending machine operators, and wholesalers to ensure compliance with this chapter; and 3. Shall ensure that the implementation and substance of this chapter is in accordance with the implementation and substance of the New York fire safety standards for cigarettes. 2014, cc. 370, 418.
