This chapter shall not apply to: 1. Any business transacted by any person under the authority of and as permitted by any law of the Commonwealth or of the United States relating to banks, savings institutions, trust companies, building and loan associations, industrial loan associations, or credit unions; 2. Any bona fide pawnbroking business transacted under a pawnbroker's license; or 3. Any person operating in accordance with the specific provisions of any other provision of this title currently in effect or hereafter enacted.
