Upon receipt of a proper application, an owner who sells or transfers a registered vehicle may have the license plates and registration number assigned to another vehicle titled in the name of the owner. If the vehicle requires identical registration fees, the transfer fee shall be two dollars. If the license fee required for the second vehicle requires a greater registration fee, the fee shall be two dollars plus the difference in registration fees between the two vehicles. All fees collected under the provisions of this section shall be paid by the Commissioner into the state treasury and shall be set aside as a special fund to meet the expenses of the Department. 1989, c. 727.
